Samuel Chang

Associate

Samuel "Sammy" Chang is an associate at Athene Law.  His practice focuses on reimbursement issues, compliance, antitrust, and health care policy. 

 

Prior to joining Athene Law, Sammy was a health policy researcher at The Source on Healthcare Price and Competition, a UC Hastings project.  In this role, he wrote The Source's monthly California Legislative Beat.  His prior health policy research has been featured or utilized by California's Office of Statewide Health Planning and Development, the California Senate Committee on Business, Professions, and Economic Development, the California Assembly Committee on Health, the California Department of Justice, and the Congressional Budget Office.

 

Sammy has presented at the National Academy for State Health Policy Annual Meeting, the Academy Health National Health Policy Conference, and the Los Angeles State of Reform Health Policy Conference regarding his research and has spoken in front of the California Assembly Judiciary Committee, the American Bar Association Task Force on the Future of Legal Education, and the National Committee of Bar Examiners.

Education

Sammy received his Bachelor of Science in Biochemistry/Cell Biology at University of California, San Diego with a Minor in Healthcare-Social Issues and is a graduate of the University of California, Hastings College of the Law, with a Law & Health Science Concentration. While at UC Hastings, he served as the only two-time student body president and as a student director for the Korean American Bar Association, Northern California. He received a CALI Award for Academic Excellence for his work on the Public Policy and Law Workgroup. He was also the inaugural Director of Legal Education for the ABA Law Student Division and sat on the ABA Council for the Section of Legal Education and Admissions to the Bar, the accrediting body for ABA-accredited law schools.
